Council of High Captains

The Council of High Captains was the lower house of the bicameral government of Port Skaug. The Council was composed of twelve High Captains who were elected by the Merchant Princes of Port Skaug. The responsibilities of the High Captains were numerous, time consuming, and frequently expensive.
